Quick answers

How to read this ranking

What does it measure?
We divided each plan’s reported administrative costs by its active participants. The highest amounts appear first. The number comes from the latest selected Form 5500 filing.
Is this a “best plan” list?
No. It is one useful filing signal. Current match, vesting, investment costs, and eligibility still matter.
Why filter small plans?
Requiring at least 100 active participants reduces tiny-plan noise and makes the list more useful to employees.
Read these as reported figures—not verdicts

Administrative expense does not include every investment or employee-paid fee. Employer contributions can include match, profit sharing, safe-harbor, and other amounts. Missing or unusually reported values can affect rankings.
